I - Few words about and from AVERT-Society Maharashtra.

AVERT Society, which is a registered autonomous body registered under the Society Registered Act of 1860 as well as Bombay Public Trust Act of 1950. It is funded and jointly administered by Government of Maharashtra, National AIDS Control Organization (NACO) and the United States Agency for International Development (USAID|India). It is engaged in reducing the transmission of STD/ HIV/AIDS and related infectious diseases and mitigating their impact. The Society was a new initiative and an experimental model, wherein the funding agency and the host country tried to support the state programme through an autonomous body. The Society was registered in June 2001 and the office officially started functioning from September 2001.

The strategic objectives of the AVERT Project are:
1. to increase the use of effective and sustainable responses to reduce the transmission; and
2. mitigate the impact of sexually transmitted diseases in Maharashtra through a five-pronged sub- objectives known as intermediate Results (IRs).

The following strategic components to achieve the objectives have been set under the project:-

1. Prevention – Improve the quality and availability of information, products and services that reduces the risk of transmission in target areas interventions for the “high risk” or the most vulnerable groups.

2. Care and Support –Improve the quality and availability of care and support services for people infected by an affected HIV/AIDS in Maharashtra .

3. Capacity Building – Strengthen capacity of state and Municipal organizations for HIV/AIDS strategic planning, program implementation and monitoring and evaluation.

4. Research – Increase availability and the use of research and epidemiological data in advocacy and decision making in state and district level HIV/AIDS control porgrammes.

5. Communication – Increase the use of mass for HIV/AIDS prevention and impact mitigation.

The AVERT Project will receive guidance and review from a National Steering Committee chaired by the Project Director (NACO). Other members of the NSC will be representative of the Department of Economic Affairs; the Project Director (MSACS); the Project Director (MDACS); and a USAID representative. The Project Director of AVERT Society will attend the meetings as an invitee.

 A challenge of this nature can be met only by people and organizations working for a common cause with a defined strategy and multilateral co-operation.

II-Duties and responsibilities at the various levels.

Project Coordinator (roles & responsibilities)

• To be a good communicator, manager and be competent in report writing skills (esp. in English).
• To manage project administration, implementation & Management.
• To ensure that the program is running as per the project proposal.
• To do the planning and review of the project activities on a day to day basis.
• To help in the capacity building of NGO staff & skill building.
• To do field supervision & implementation: field support, Ongoing feedback, adherence of effective planning activities and also ensuring effective coverage.
• To be part of MIS & Reporting.
• To develop and maintain systems at the project level.
• To do advocacy with local leaders, Government & other Secondary stakeholders.
• To develop linkages & networking with other stakeholders.
• To do monitoring & training of Peer Educators.
• To ensure adequate free condom supply by networking.
• To identify the Capacity Building needs of the staff and Peer Educators.
• To plan sensitization activities for stakeholders.
• To report to Project holder & Avert Society.

Counselor (roles & responsibilities)

• To do 4-6 counseling sessions per day.
• To document each case in the prescribed format after each Counseling session.
• To follow up counseling and home visits.
• To do regular follow up with private Health Care Providers and Government hospitals.
• To do coordination & regular follow-up with private Health Careroviders and Government hospitals .
• To plan training of HCPs.
• To coordinate with Outreach Workers and Peer Educators for Follow-up action.
• To coordinate with Project Coordinator for creating enabling environment.
• To document successful case studies.  
• To report to the Project Coordinator by filling daily diary & Register.

Outreach Workers (roles & responsibilities)

• To do basic report writing.
• To conduct one to one and group sessions.
• To distribute I EC materials.
• To identify and motivate retailers for condom promotion.
• To do Condom promotion activities.
• To refer STD patients.
• To do the selection and training of Peer Educators .
• To monitor the implementation of Peer Education Program.
• To organize community level meetings .
• To establish rapport with secondary target groups.
• To report to the Coordinator.

Part time Doctor (Duties & Responsibilities)

• To do STI check-ups and prescribe treatment.
• To maintain case files of individual patients for follow-up.
• To make referrals for treatment, Care & Support.
• To conduct training for HCPs, project staff and Peer Educators.

Accountant (Duties & Responsibilities)

• To maintain accounts.
• To manage computer related work.
• To prepare monthly budget requirement
• To prepare monthly financial utilization reports and submit it to the Coordinator.
• To assist the Coordinator in preparing project related documents & reports.
• To check balance amount and incur expenses on a daily basis.
• To verify bank accounts.
• To prepare annual income and expenditure account & balance Sheet.
• To prepare for audit of accounts in time.
• To manage computer related work.
